The Article 4 Direction made by the Council under Article 4 of the GPDO, which came into force on 30 January 2025 and removed permitted development rights for the change of use from Class E to Class C on the land including The Science Park at Silwood Park, meant the proposal could not be carried out under permitted development rights.
