What decided it

The proposed mitigation measures, particularly the requirement to maintain a dark corridor through restrictive lighting and glazing specifications combined with limitations on garden use, would be unrealistic and unenforceable in the medium to longer term and would not effectively protect biodiversity, thereby conflicting with development plan policies and paragraph 186 of the Framework.
