The less than substantial harm to the Outstanding Universal Value of the World Heritage Site, combined with the site's unsustainable location outside settlement boundaries where future occupiers would be dependent on private vehicles, outweighs the modest housing and economic benefits, particularly given that the WHS is an asset of particular importance under NPPF paragraph 11(d)(ii).

The modest benefits of housing supply and short-term economic benefits were outweighed by the less than substantial harm to the World Heritage Site and the unsustainable location of the development outside settlement boundaries
