What decided it
The conflict between the proposal and the most important policies in the development plan directing development to appropriate, sustainable locations was given very significant weight and, when balanced against the housing supply benefits, resulted in the identified adverse impacts significantly and demonstrably outweighing the benefits.
The delivery of two dwellings and associated economic and social benefits were outweighed by the unsustainable location outside the existing built area, poor accessibility to day-to-day services, and minor landscape harm to the Cotswolds National Landscape, with the conflict with the most important development plan policies given very significant weight.
