What decided it

The replacement window's reflective qualities, applied lead detailing, and horizontal emphasis create an incongruous and unsympathetic pastiche that fails to preserve the special interest of the listed building, and the limited public benefits arising from thermal efficiency and investment do not outweigh the less than substantial harm caused to the heritage asset's significance.
