The Council's inability to demonstrate a five-year housing land supply, combined with the substantial benefits of delivering housing on previously developed land whilst maintaining rural character, outweighed the moderate harm of poor accessibility by sustainable travel modes.

The adverse effects of poor accessibility to services and facilities by sustainable travel modes (moderate negative weight) were outweighed by the substantial positive weight of making effective use of brownfield land and the moderate positive weight of housing delivery given the shortfall in housing land supply, leading to permission being granted contrary to the development plan.
