Main issues, as the Inspector framed them
- The effect of the proposal on the significance of designated and non-designated heritage assets
What decided it
The high level of less than substantial harm to the significance of the designated heritage assets (Nos 52 and 54 King Street and Holy Trinity Church) and their settings, which would not be outweighed by the moderate public benefits of the housing scheme, and the absence of clear and convincing justification for that harm.
The moderate public benefits of the proposal, including housing supply, maximising building use, and sustainability credentials, were outweighed by the great weight to be given to the conservation of designated heritage assets and the high level of less than substantial harm identified to their significance
