The adverse impacts of granting permission, comprising the unacceptable location with respect to accessibility and countryside housing policy, environmental harm from private vehicle reliance, and localised landscape harm, significantly and demonstrably outweigh the benefits of providing one dwelling and supporting the appellant's personal circumstances.

The significant weight given to housing supply shortfall and the appellant's personal circumstances (homelessness, mental health support) was outweighed by the significant and demonstrable harm from the unacceptable location, unsustainable accessibility, environmental impacts of vehicle reliance, and harm to the character and appearance of the AGLV, with the presumption in favour of sustainable development not applying.
