What decided it
The severe and persistent shortfall in the Council's five year housing land supply triggered the tilted balance, under which the substantial benefits of housing delivery outweighed the less than substantial heritage harm identified.
The significant benefits of delivering 49 dwellings (including 35% affordable housing and 5% self-build), together with other public benefits, were found to outweigh the low-to-medium level of less than substantial harm to designated heritage assets, so that the adverse impacts did not significantly and demonstrably outweigh the benefits under the tilted balance.
