The significant harm to highway safety was given substantial weight and outweighed the moderate social benefits of delivering a well-designed home in an accessible location and the modest economic benefits from construction, resulting in adverse impacts that significantly and demonstrably outweigh the benefits when assessed against the Framework taken as a whole.
