What decided it
The unacceptable risk to highway and pedestrian safety arising from the physical limitations of the narrow shared driveway and the intensification of use it would experience, which significantly and demonstrably outweighs the modest housing benefits even under the tilted balance of paragraph 11(d) of the NPPF.
The modest social and economic benefits of providing four additional housing units in an accessible location are significantly and demonstrably outweighed by the unacceptable adverse impacts on highway and pedestrian safety arising from the limitations of the access arrangements, such that the proposal is not a sustainable form of development.
