What decided it

The proposed glass balustrade would undermine the special architectural and historic interest of the Grade II listed building through its harmful contrast with the retained traditional verandah and historic fabric, and the removal of the sun room lacked clear and convincing justification, together causing less than substantial but considerable harm that was not outweighed by public benefits.
