What decided it
The Council's inability to demonstrate a five year housing land supply (2.74 years) rendered the spatial policy out of date and triggered the tilted balance, under which the benefits of housing delivery outweighed the identified moderate harms.
The moderate harm to character and appearance and conflict with the spatial policy did not significantly and demonstrably outweigh the very significant weight given to housing delivery, significant weight to affordable housing, and moderate/minor weight to other benefits, so the tilted balance favoured allowing the appeal.
