Main issues, as the Inspector framed them
- Whether the dwelling proposed would provide acceptable living conditions, particularly in respect of the quality of private garden space, outlook and privacy
What decided it
The poor quality of private outdoor amenity space, outlook and privacy resulting from the site's location adjacent to a busy main road and shared access, which would fail to provide acceptable living conditions for future occupiers in conflict with both the development plan and the Framework.
The modest benefits of housing supply and efficient use of land were significantly and demonstrably outweighed by the adverse impacts of poor living conditions in respect of garden quality, outlook, privacy and noise exposure.
