The substantial weight attached to the identified harm to the Halsetown Conservation Area and the unresolved risk to the SSSI was not outweighed by the moderate weight given to the delivery of up to five new dwellings and associated benefits, particularly given the outline nature of the application and uncertainty regarding final quantum of development.
