The unacceptable encroachment of built form into the countryside within the Halsetown Conservation Area, combined with unresolved uncertainty regarding potential adverse effects on the adjacent SSSI, could not be outweighed by the modest housing benefits of up to five dwellings.

The substantial weight attached to the identified harm to the Halsetown Conservation Area and the unresolved risk to the SSSI was not outweighed by the moderate weight given to the delivery of up to five new dwellings and associated benefits, particularly given the outline nature of the application and uncertainty regarding final quantum of development.
