What decided it

The adverse impacts on character and appearance, living conditions of neighbours, and protected habitat sites, combined with a defective mitigation mechanism, significantly and demonstrably outweighed the modest benefits of housing delivery and efficient land use.

Although the Council lacks a five-year housing land supply and the scheme would provide modest housing and economic benefits in a sustainable location, the harm to the character and appearance of the area, unacceptable living conditions for neighbouring residents, and adverse effects on protected habitat sites without adequate mitigation significantly and demonstrably outweighed these benefits.
