Although the Council lacks a five-year housing land supply and the scheme would provide modest housing and economic benefits in a sustainable location, the harm to the character and appearance of the area, unacceptable living conditions for neighbouring residents, and adverse effects on protected habitat sites without adequate mitigation significantly and demonstrably outweighed these benefits.
