What decided it
The unacceptable harm to the character and appearance of the area caused by the cramped relationship with the neighbouring property and the incongruous flat roof design, which significantly outweighs the moderate benefits of housing delivery and self-build provision.
The moderate weight afforded to housing supply benefits, self-build provision and economic/social benefits was significantly outweighed by the significant weight afforded to the harm to character and appearance, resulting in dismissal despite the Council's inability to demonstrate a five-year housing land supply.
