What decided it
The appeal proposal would result in significantly greater harm to character and appearance than the Class Q fallback option and would be located in an unsustainable location contrary to development plan policies that remain consistent with the NPPF, such that the adverse impacts would significantly and demonstrably outweigh the limited housing benefits.
The limited benefits of two additional residential units and short-term construction employment were significantly and demonstrably outweighed by the harm to character and appearance, the unsustainable location increasing reliance on private cars, and conflict with development plan policies that remain up to date and consistent with the NPPF, resulting in dismissal.
