What decided it
The substantial harm to character and appearance and to neighbouring living conditions, particularly the loss of outlook caused by the prominent gables, outweighs the benefits of housing delivery in the context of the Framework's emphasis on well-designed development and healthy living environments.
The moderate benefits of housing delivery and limited benefits from surface water drainage, biodiversity, anti-social behaviour reduction and pedestrian safety were substantially outweighed by the substantial harm to character and appearance and living conditions, such that the presumption in favour of sustainable development did not apply.
