What decided it

The Inspector concluded that the HGV movements and other effects of the appeal scheme did not cause unacceptable harm to residents' living conditions or to highway and pedestrian safety, supported by a comparable fallback position under the Local Plan's rail facility safeguarding.

The absence of demonstrable significant harm to living conditions or safety, reinforced by a comparable fallback position generating similar traffic, meant there was no basis to refuse the scheme, and the retrospective nature of the application carried no significant weight against it.
