Main issues, as the Inspector framed them

  • Whether the principle of the proposed development is acceptable with specific regard to its location and its effect on the character and appearance of the area

What decided it

The Council's inability to demonstrate a five-year housing land supply, combined with the modest positive contribution to housing supply and the modest level of harm from policy conflicts, meant the adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.

The modest benefits of housing supply and associated social and economic benefits outweighed the modest harms arising from conflict with Policies SWDP2 and SWDP4, particularly in the context of the Council's significant under-supply of housing and the Framework's approach to boosting housing supply.
