The proposed dwelling's scale, massing, and extensive fenestration would create an obtrusive and incongruous feature in the countryside that would not be broadly comparable to the existing traditional dwelling and would conflict with Policy 7 of the Cornwall Local Plan.
The harm to character and appearance, given the consistency of the relevant policies with the Framework, attracted significant weight and significantly and demonstrably outweighed the benefits of energy efficiency, accessibility, limited economic benefit, and biodiversity enhancement for a single dwelling.
