The proposals would adversely affect the integrity of the River Avon SAC through nutrient loading from wastewater discharge, and no sufficiently certain mechanism to secure mitigation could be imposed.

Although the proposals would provide housing and economic benefits, these modest benefits were outweighed by the likely significant adverse effects on the integrity of the River Avon SAC which could not be adequately mitigated, and the environmental objective of the Framework would not be achieved.
