What decided it

The absence of evidence of harm from existing HMOs in the area and the fact that the property could lawfully be occupied by 6 people without permission meant that the increase to 7 residents would not cause unacceptable problems.

The benefits of providing much-needed HMO accommodation supported by the Local Plan outweighed the concerns about loss of family housing and character impact, particularly where the proposal met all relevant standards and no evidence of harm was presented.
