• The need for the proposed development with particular regard to the landbank position for sand and gravel and the need for inert waste disposal in the County.
• The effect of the proposed development on highway safety and the free flow of traffic, with regard also to whether sufficient information has been provided to ensure compliance with the tests in regulation 122(2) of the Community Infrastructure Levy Regulations 2010.
• The effect of the proposed development on the integrity of National Site Networks, with particular regard to hydrogeology and the displacement of informal recreational use.

What decided it

The proposal's compliance with the adopted and emerging Minerals and Waste Plan allocation, combined with the absence of severe highway impacts and no adverse effect on the integrity of the National Site Networks, meant the significant benefits of the scheme outweighed any identified harms.

The significant benefits of the scheme, including the demonstrable need for sand and gravel supply and beneficial use of inert waste, outweighed any adverse impacts likely to be associated with it, including highway, ecological, noise, air quality and heritage considerations, none of which were found to cause significant harm.
