What decided it

The substantially undersized internal living accommodation and complete absence of external amenity space would create unacceptable living conditions for future occupants, and this harm significantly and demonstrably outweighs the benefits of housing supply even under the tilted balance.

The benefits of housing delivery and efficient land use were given significant weight, but the adverse impacts on future occupiers' living conditions (internal space and external amenity space) significantly and demonstrably outweighed these benefits when assessed against the Framework as a whole, particularly paragraph 135 requiring high standards of amenity for future users.
