The proposed steel supports and brick piers for the ground-floor repairs would be intrusive and detracting elements within the basement, and the Inspector was not persuaded that timber supports could not be used instead, meaning harm to the listed building had not been appropriately minimised to ensure its conservation in a manner appropriate to its significance.
