the limited public benefits (continuation of farming, support for the local enterprise, provision of a house, and some construction-related economic benefits) did not outweigh the harm identified to the character and appearance of the National Park and the less than substantial harm to the World Heritage Site, and the proposal conflicted with the development plan as a whole with no material considerations to outweigh that harm
