What decided it

The proposal would harm the spacious character of the streetscene and would require the unjustified removal of a mature protected tree that makes a substantial contribution to the area.

The tilted balance applied due to the Council's inability to demonstrate a five-year housing land supply, but the adverse impacts of allowing the appeal significantly and demonstrably outweighed the benefits when assessed against national policy as a whole, especially in relation to securing well-designed places.
