What decided it

The proposal would constitute unacceptable ribbon development that would erode the significant gap between the loose group of dwellings and Trevarth Terrace, resulting in unacceptable harm to the character of the area and the setting of the World Heritage Site, with no clear and convincing justification for this harm.

The modest benefits of delivering 2-3 housing units and modest economic benefits do not outweigh the significant harm to the countryside strategy, character and appearance of the area, and the setting of the World Heritage Site, particularly given the conflict with the development plan policies.
