What decided it
The inability to secure the demolition of The Warren through enforceable legal mechanism meant the scheme could not constitute a true replacement dwelling as required by Policy WLP8.26, and the uncontrolled retention of The Warren combined with the new development would cause considerable harm to the character and appearance of the National Landscape.
The moderate benefits of housing supply and economic benefits were significantly and demonstrably outweighed by the considerable harm to the character and appearance of the area and failure to conserve and enhance the National Landscape, which is an asset of particular importance under the Framework.
