The appellant's Financial Viability Appraisal lacked the transparency and justification required by the PPG, so it could not demonstrate that the maximum viable contribution towards affordable housing was being offered, resulting in conflict with policies CP24 and CP7.
The benefits of retirement housing provision, biodiversity net gain, job creation and a partial affordable housing contribution did not outweigh the conflict with the development plan's affordable housing policies, so the balance tipped against the proposal.
