What decided it
The proposal's failure to secure appropriate contributions towards affordable housing provision, when the appeal site is properly aggregated with earlier phases of development at the same location, conflicts with Policy CS40 and the Framework's requirement to provide affordable homes, and this conflict cannot be outweighed by housing supply benefits under paragraph 11(d)(ii).
The benefits of housing delivery and use of a suitable small site within an existing settlement were outweighed by the significant conflict with affordable housing policy requirements, particularly given that paragraph 11(d)(ii) of the Framework specifically refers to providing affordable homes.
