What decided it

The loss of historic fabric through crude formation of a hole in a stone window surround, combined with the visual incongruity of modern air conditioning units on a carefully conceived 19th century courtyard elevation, caused mid-point 'less than substantial' harm to the Grade II* listed building's significance which was not outweighed by the largely private economic benefits.
