The modest economic benefits during construction, limited on-going economic benefit, limited contribution to housing supply (two dwellings), and moderate biodiversity gain were outweighed by significant harm from loss of open space in a deficient area and limited harm from highway convenience impacts; the adverse impacts significantly and demonstrably outweighed the benefits when assessed against Framework policies as a whole.
