What decided it

The loss of a significant proportion of open space in an area with a substantial deficiency in provision, where the space is not demonstrated to be surplus to requirements, attracts significant weight against the scheme and tips the tilted balance decisively against the appeal.

The modest economic benefits during construction, limited on-going economic benefit, limited contribution to housing supply (two dwellings), and moderate biodiversity gain were outweighed by significant harm from loss of open space in a deficient area and limited harm from highway convenience impacts; the adverse impacts significantly and demonstrably outweighed the benefits when assessed against Framework policies as a whole.
