What decided it

The proposal satisfied all the criteria in paragraph 155 of the Framework (grey belt land, unmet need, sustainable location), meaning it was not inappropriate development in the Green Belt and complied with the development plan.

Having found no harm to character and appearance and that the development was not inappropriate in the Green Belt, the Inspector concluded there was no need to weigh very special circumstances, and the proposal accorded with the development plan with no countervailing material considerations.
