What decided it

The absence of sufficient current ecological information to rule out potentially significant harm to biodiversity, which engages Framework paragraph 193 and provides a strong reason for refusal under paragraph 11(d)(i).

The proposal conflicts with the development plan as a whole and no other considerations, including the provisions of the Framework, outweigh this finding.
