The proposal would introduce intensive residential development in a cul-de-sac pattern that would unduly urbanise the settlement fringe and conflict with the existing linear, semi-rural character of South Fen Road, causing significant adverse effects on character and appearance that outweigh the moderate social and economic benefits.
