What decided it
The Council's inability to demonstrate a five-year housing land supply triggered the tilted balance under paragraph 11 of the Framework, and the substantial weight given to boosting housing supply outweighed the conflict with out-of-date development plan policies.
The adverse impacts of conflicting with development plan policies controlling housing location were outweighed by the substantial benefit of contributing to housing supply in a location with close proximity to services and facilities, applying the tilted balance under paragraph 11 of the Framework.
