What decided it
The development would breach the 10% HMO threshold in the 50m radius, creating an imbalance in the housing mix and harming the supply of family accommodation in a densely built terraced area, contrary to Policy PCS20 and the SPD.
Even under the tilted balance of paragraph 11(d)(ii) of the Framework, the adverse impacts of granting permission (harm to mixed and balanced communities) would significantly and demonstrably outweigh the benefits (housing supply and local spend) when assessed against the policies in the Framework taken as a whole.
