The conversion of a redundant stable building with stone cladding and removal of the manege to return land to agricultural use constitutes an acceptable reuse of a disused building in an isolated location that enhances its immediate setting, in accordance with Policy EQ3 and Paragraph 84 of the Framework.
No balancing exercise was undertaken as the proposal was found to accord with the development plan and national policy; the shortfall in housing land supply did not require application of the tilted balance under Paragraph 11(d) of the Framework.
