What decided it
The inevitable significant harm from odours emanating from bins stored immediately outside the ground floor bedroom windows, which cannot be mitigated by condition, outweighs the limited housing benefits even in the context of a significant shortfall in housing land supply.
The benefits of providing two new homes and supporting local facilities, given increased weight due to the housing land supply shortfall, were outweighed by the significant and enduring harm to living conditions of the future occupiers, resulting in adverse impacts that significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
