The proposal would harm designated habitats sites (River Avon SAC and New Forest SAC/SPA/Ramsar) without certainty of mitigation at the Permission in Principle stage, and this harm could not be outweighed by housing supply benefits even under the tilted balance.

The benefits of the development in contributing to housing supply were outweighed by the significant harm to designated habitats sites, such that the presumption in favour of sustainable development did not apply
