What decided it

The harm to character and appearance caused by backland development that would be at odds with the prevailing linear pattern of development in the Tower Hill area could not be outweighed by the housing delivery benefits despite the significant shortfall in five-year housing land supply.

The significant positive weight attached to housing delivery given the housing land supply shortfall and moderate positive weight for economic and environmental benefits did not outweigh the harm to character and appearance, resulting in adverse impacts significantly and demonstrably outweighing the benefits when assessed against the Framework as a whole.
