What decided it

The proposal fails to comply with the development plan policies SD23 and SD41 because the location is not well-related to public transport, no sequential assessment was submitted to justify visitor accommodation as the most appropriate use, and the development would not enhance the natural beauty of the SDNP as required by the statutory purposes of the National Park.
