The limited social and economic benefits of one additional dwelling in an area with a 4.47-year housing supply were outweighed by the significant harms to character and appearance, highway safety, biodiversity, flood risk and climate change mitigation, and the presumption in favour of sustainable development did not apply due to the high flood risk location.
