What decided it
The substantial benefit of delivering 47 retirement units in a location with only 2.03 years' housing land supply outweighed the less than substantial harm to heritage assets when assessed against the Framework's presumption in favour of sustainable development.
The less than substantial harm to the conservation area and the setting of the Congregational Church was outweighed by the substantial benefits of housing delivery (particularly older persons accommodation) in a location with inadequate housing land supply, the efficient use of brownfield land, and associated social and economic benefits, applying the presumption in favour of sustainable development under paragraph 11 of the Framework.
