What decided it

The appeal site qualifies as grey belt land meeting all criteria in NPPF paragraph 155, and therefore the proposed dwelling would not constitute inappropriate development in the Green Belt.

The benefits of housing delivery to address the demonstrable shortfall in five-year supply, visual enhancement of the site, and beneficial use of previously developed land outweighed any concerns about minor loss of openness, with no compelling objections substantiated.
