What decided it
The unacceptable harm to the living conditions of neighbouring occupiers through overlooking and overbearing impact, combined with non-compliance with car parking standards, significantly and demonstrably outweighed the limited housing benefit of a single dwelling in the context of the tilted balance.
The very significant undersupply of housing land (2.46 years) engaged the tilted balance under NPPF paragraph 11(d), but the adverse impacts of inadequate neighbour amenity and excessive car parking provision significantly and demonstrably outweighed the limited benefit of one additional dwelling when assessed against the Framework as a whole.
