The proposal would fail to preserve the special interest of the Grade II listed building through harmful and irreversible loss of historic fabric and alteration of the historic plan form, and the modest public benefits were insufficient to outweigh the great weight afforded to preservation of heritage assets.
The less than substantial harm to the listed building at the lower end of the scale, afforded considerable weight, outweighed the modest public benefits of housing delivery, heritage conservation works, and economic benefit, with heritage protection policies providing a strong reason for refusal under paragraph 11(d) of the Framework notwithstanding the Council's inability to demonstrate a 5-year housing land supply.
